假如在一个Group中，配置了3个Cluster，其中Cluster2损坏，Cluster1会直接把数据搬运到Cluster3吗，如果有其中有一个Cluster损坏，是应该怎么去处理的呢？
目前Fee没有做cluster物理损坏的检测，在cluster之间进行数据迁移时，只会迁移各个Block最后一次写入的有效数据。
